The EU Global Gateway Investment Hub is a platform that helps transform investment ideas into concrete projects in partner countries across Sub-Saharan Africa, Asia and the Pacific, and Latin America and the Caribbean. It connects European businesses, EU Member States, financial institutions, companies and public authorities in partner countries, with the aim of mobilising financial and non-financial support under the Global Gateway strategy. It is coordinated by the European Commission’s Directorate-General for International Partnerships (DG INTPA).
Through Global Gateway, investors can receive support in the areas of policy engagement and economic diplomacy, cooperation with local authorities to improve the investment climate, technical assistance, such as feasibility studies and ESG assessments, as well as support in establishing European consortia. At the same time, financial support may be mobilised through grants, loans, equity investments, guarantees and de-risking instruments. Support may be provided either directly to European companies or consortia or to partners in the countries where the projects are implemented.
The Global Gateway Investment Hub operates as a coordination and facilitation mechanism, providing access to investment support by building bridges between investors, public authorities and financing institutions. However, it does not constitute a guarantee of financing, as every funding decision is taken independently by the competent financial institutions, in accordance with their own appraisal and approval procedures.
What the Investment Hub is and what it is not
The Investment Hub is:
- a coordination and facilitation platform providing access to investment support,
- a bridge between investors, public authorities and financing institutions,
- a mechanism for mobilising the Team Europe approach around investment projects.
The Investment Hub is not:
- a guarantee of financing by the European Union.
Financial Support
Financial support may be mobilised through appropriate partners in the form of:
- Grants, for example for studies, technical preparation or project preparation.
- Loans, equity investments or guarantees, provided by public or private financial institutions.
- De-risking solutions, such as:
- guarantees,
- political risk insurance,
- foreign exchange risk mitigation or local currency financing solutions.
Depending on the nature and structure of the project, support may be provided:
- directly to the European company or consortium,
- or to partners in the country where the investment will be implemented.
The Investment Hub does not replace the decision-making procedures of financial institutions. Every financing decision remains subject to the internal rules, due diligence assessments and approval procedures of the respective institutions.
Submission procedure for an EU Member State company
- Prepare your investment project and complete the relevant application form.
- Submit the proposal through a Team National.
- In the case of consortia, only one application is submitted through the lead company.
- The Team National carries out an initial eligibility assessment and may formally endorse the project by providing an indication of national support.
- Once approved by the Team National, the proposal is forwarded to DG INTPA.
- DG INTPA assesses the proposal and provides a response within approximately one month.
- If the proposal passes the initial screening, DG INTPA appoints a facilitator/coordinator, who assists in identifying and mobilising financial and non-financial resources from its broad network of European partners.
All projects must be submitted through a Team National.
A Team National is a coordination platform established at Member State level, following a whole-of-government approach.
It brings together:
- relevant ministries (foreign affairs, trade, development, economy, climate, transport, etc.),
- development implementation agencies,
- development finance institutions and public development banks,
- export credit agencies,
- trade promotion organisations,
- representatives of the national private sector interested in investing in partner countries.
Its composition may vary depending on the national needs and institutional framework of each country.
Its defining feature is the combination of:
- government coordination,
- structured dialogue with the private sector.
The Team Nationals:
- advise project promoters on the project’s consistency with the Global Gateway strategy,
- approve or endorse investment proposals submitted by European companies,
- identify potential national financial and non-financial support,
- contribute to building a common Team Europe approach around investment projects.
Team Greece comprises representatives from the six competent ministries responsible for the relevant priority sectors (the Ministries of Education, Religious Affairs and Sports; Health; Infrastructure and Transport; Environment and Energy; Maritime Affairs and Insular Policy; and Digital Governance), the Hellenic Development Bank, and the Hellenic Export Credit Agency S.A., under the coordination of the Ministry of Foreign Affairs.
