“Evaluation of the Effectiveness of Greece’s Multilateral Official Development Assistance (ODA), June 2026”

The Greek development cooperation programme has consistently maintained a strong multilateral orientation. A significant share of Greece’s Official Development Assistance (ODA) is channelled through international and regional organizations, which possess the necessary expertise, operational capacity, and global presence to implement development and humanitarian interventions worldwide.

Through its participation in these organizations, Greece contributes to addressing global challenges and financing initiatives related to poverty eradication, food security, public health, education, the protection of refugees and migrants, humanitarian assistance, environmental protection, and climate action.

At the same time, participation in multilateral organizations enables Greece to contribute to the formulation of international policies, promote its positions and priorities on issues of international concern, and strengthen its international presence through active engagement in institutions of global governance.

This assessment of Greece’s multilateral development cooperation focuses on contributions made during the 2023–2024 period and has been undertaken as part of the ongoing effort to enhance the effectiveness, transparency, and accountability of Greece’s development policy. Its objective is to examine how Greek contributions to multilateral organizations are utilized, document the evaluation and accountability mechanisms applied by these organizations, and assess their contribution to the achievement of the Sustainable Development Goals (SDGs).

The assessment is based on information collected through questionnaires addressed both to the competent Greek ministries and to the international organizations receiving Greek contributions. Combining these two sources provides a comprehensive perspective by capturing both the views of the Greek authorities and those of the recipient organizations, thereby offering a more complete understanding of the effectiveness, development impact, and overall contribution of Greece’s multilateral cooperation to the implementation of the international development agenda.

The findings of this assessment highlight the significant role played by multilateral organizations in advancing the Sustainable Development Goals and reaffirm the importance of Greece’s participation in the multilateral development system as a means of strengthening international cooperation, solidarity, and the collective response to shared global challenges.
