The present Report, being the result of a collaborative partnership between the Dag Hammarskjöld Foundation (1) and the United Nations Multi-Partner Trust Fund Office (MPTFO), is the fourth annual report of Financing the UN Development System. In a rapidly changing universe of development finance against the backdrop of the 2030 Agenda, it is obvious that traditional aid, consisting of mainly Official Development Assistance (ODA), will be far from enough for SDG achievement, demonstrating that a radical transformation and significant innovations in multilateral financial instruments are required for the 2030 Agenda to succeed by leveraging public, private, domestic and international sources of finance. The Report provides basic UN funding data on revenue and expenditures and hosts the thoughts, ideas, initiatives and concise essays of some 20 prominent guest authors from outside and inside the UN system, on a range of issues linked to the overall theme of financing trends impacting the SDGs. The report aims to contribute to – and push forward – current and future discussions related to the UN’s role in financing development so as to meet the need for a repositioning of the United Nations development system (UNDS) and for a radical financing reform through new approaches, partnerships, mechanisms and mindsets.
