The EU Ukraine Guarantee Agreement will enable EIB to provide sovereign or sub-sovereign loans for public sector reconstructions projects in the fields of energy, transport and water infrastructure, municipal infrastructure, energy-efficient repairs of damaged housing etc.
Some of the covered operations will have had their first tranches covered by the EU4U Trust Fund (established by EIB) or by the EU External Lending Mandate (ELM) 2014-21 (in case of long-ongoing projects whose implementation is still ongoing and that remain relevant).
EIB will deploy the Ukraine Guarantee for:
ELM operations that are still being implemented (up to EUR 1.2 billion),
operations that are already approved by the EIB Board (up to EUR 930 million) and
new operations in line with Ukrainian government priorities (more than EUR 800 million).
